On the morning of July 11, 2025, University of Law, Hue University organized a discussion on the Law on Higher Education (amended) with the participation of many experts and managers from educational institutions.

Attending the discussion on behalf of Hue University were Dr. Do Thi Xuan Dung, Vice President of Hue University; Dr. Do Manh Hung, Deputy Head of the Department of Organization and Personnel of Hue University and representatives of member universities under Hue University.

On behalf of the University of Law, Hue University, there were Associate Professor, Dr. Doan Duc Luong, Rector of the University; Dr. Nguyen Hong Son, Chairman of the University Council; Associate Professor, Dr. Nguyen Duy Phuong, Vice Rector, along with a team of lecturers and professional staff of the University.

Chaired by Dr. Nguyen Hong Son, Chairman of the University Council and Assoc. Prof. Dr. Nguyen Duy Phuong, Vice Rector of the University, the delegates focused on discussing and contributing ideas around the Draft Law on Higher Education (amended).

Dr. Nguyen Hong Son, Chairman of the University Council, delivered the opening speech.

In his opening speech, Dr. Nguyen Hong Son, Chairman of the University Council, emphasized that Vietnamese higher education is facing urgent requirements in improving the quality of training, promoting scientific research and adapting to the context of digital transformation and streamlining the management apparatus. Completing the legal framework is a key condition for higher education institutions to develop sustainably, modernize and integrate internationally in the new period.

Delegates listened to two in-depth presentations by Assoc. Prof. Dr. Nguyen Duy Phuong "Comments on amending the Law on Higher Education" and the presentation "Some sharing on the mission and functions of National Universities, Regional Universities and Member Universities in the Draft Law on Higher Education (2nd time)" by Assoc. Prof. Dr. Doan Duc Luong.

One of the issues that many delegates were concerned about was the equating of national universities, regional universities with newly established universities. Many opinions said that it is necessary to clearly define the organizational model and management mechanism of member universities, avoiding grouping different types of universities into one regulatory framework, causing conflicts and difficulties in practical operation.

At the discussion session on the Draft Law on Higher Education (amended), many experts and education managers expressed concerns and recommendations related to the provisions in the draft, especially regarding the maintenance of the University Council at member universities of national universities and regional universities.

According to Associate Professor Dr. Doan Duc Luong, Rector of the University, maintaining the University Council at member universities is an indispensable educational institution. He believes that because member universities are true higher education institutions, fully performing functions and tasks like other universities, the University Council is an essential factor in university governance.

The seminar is not only a forum for managers to exchange and share practical experiences, but also an important opportunity for higher education institutions
to contribute their practical voices to the completion of the Draft Law on Higher Education (amended), a fundamental legal document that guides the long-term
development of the entire higher education sector in Vietnam.
