Introduction
General Information
The Department of Planning – Finance, formerly known as the Planning - Finance subdepartment established in 2009 under the Department of Organization - Administration, Faculty of Law, Hue University, now is organized as an administrative unit under the University of Law, Hue University.
In 2015, following the foundation of the University of Law, Hue University, the Department of Planning – Finance was established according to Decision No. 09/QD-DHL dated April 2, 2015 of the Rector of the University of Law. The Department of Planning - Finance performs its own functions and tasks according to the relevant provisions of the Education Law 2019, the Higher Education Law 2012 (amended in 2018), the Article 17 of the University Charter, the Circular 08/2014/TT - BGDDT dated December 20 March 2014 of the Ministry of Education and Training, Regulations on Organization and operation of the University of Law, Hue University.

Overview
Functions
The Department of Planning - Finance performs its own functions of advising the Rector in developing the University's plans in general and managing the University’s Finance – Accounting activities as well as asset value in particular.
Tasks
Regarding the planning activity aspect
- Be the focal point to organize financial and property activities for the respective period serving the University’s development and submit it to the Rector’s approval.
- Organize and manage financial plans of other units within the University.
- Be the focal point for developing annual, short-term, medium-term and long-term financial plans.
- Be the focal point for building up the University’s internal spending plans; monitoring the University’s internal spending plans in accordance with relevant State regulations as well as Hue University's decentralization.
- Develop the University’ plan for financial autonomy.
Regarding the financial activity aspect
- Manage, synthesize, inspect and supervise to ensure the legality of all the University’s revenues and expenditures according to the relevant regulations; Guiding and controlling the University’s affiliated entities on expenditure implementation; checking and approving the other entities’ final settlement documents for operating expenditures within the University.
- Organize the University's accounting activites according to the relevant regulations.
- Coordinate with administrative units to manage, inspect, monitor processes and procedures... enter into contracts, grant capital advances, accept, liquidate contracts as well as fully, promptly pay and settle projects accordance with the applicable law.
- Implement financial disclosure according to the relevant applicable laws.
- Coordinate with administrative units and competent entities to carry out the University’s financial and accounting inspection according to the relevant applicable laws.
- Manage assets in terms of value, coordinating with other units to perform management on the University’s assets procurement, use and liquidation according to relevant regulations.
- Perform other tasks as assigned by the Rector.
