Introduction

The Department of Organization and Administration was established under Decision No.06/QD-DHL dated April 3, 2015 of the Rector of the University of Law, Hue University on the establishment of the Department of Organization and Administration under the University of Law, Hue University.

The staff includes 15 officials and 03 working groups.

  1. Functions

- Advising the Administrative Board on the organization and work of cadres and labor, wages, emulation and commendation; synthesis, unification, administrative, clerical, archiving, legal, mail distribution; environmental sanitation, reception, service, celebration, means of transport.

- Advising the Administrative Board on the management of facilities, University health, and security including land, houses, halls, lecture halls, practice rooms, electricity, water, trees...

- Administrating and managing of equipment, supplies and conditions for teaching, learning, and scientific research.

- Acting as the focal point for advising and ensuring communication between the University's leaders agencies and units inside and outside the University.

2. Tasks

a) Personnel organization

- Researching and proposing the working of the staff; developing and planning for the appointment of managers, organizational structure of units under the university, performing the recruitment of staff and lecturers; assigning work, managing, reshuffling, dismissing, terminating labor contracts, teaching contracts in accordance with the provisions of Law and Resolutions of the University Council. Constituting administrative documents in the field of advice; democratic regulations, asset management, archives, emulation and commendation, salary, and labor contracts.

- Implementing the process of assessing the quality of work for staffs, lecturers, employees.

- Implementing policies on salaries and allowances and ensuring the State regime and policies for laborers of the University.

- Implementing the labor regimes on wages, bonuses, social insurance, health insurance, unemployment insurance, sickness, maternity ...) in accordance with the State's regulations and the University's internal spending Regulations.

- Advising and implementing the emulation, commendation and discipline for the staff, implementing the procedures for the establishment and dissolution of departments and divisions of the university in accordance with the regulations and decentralization of Hue University.

- Managing the curriculum vitae of the staff.

- Advising on the University's development strategy.

- Taking responsibility for ensuring data accuracy, security, and safety and reviewing the information system to ensure the quality of the staff and facilities.

b. Administrative - General Tasks

- Preparing weekly and monthly plans; reports on staff organization, general administration, wage, security, facilities, teaching equipment... at the request of Hue University, the Ministry of Education and Training, and other relevant agencies.

- Preparing venue and facilities for annual meetings, conferences of staff, lecturers, and employees, summarizing conferences on the school year; working as secretary of the University's meetings on the tasks of the Department, meetings of the Administrative Board, and meetings of the University's leaders.

- Monitoring and performing the communication between the University and the departments, between the University and the superiors and agencies outside the school.

- Assigning specific tasks to the members of the department,: coordinating with the Inspector to control the timekeeping by fingerprints.

c. Emulation and Reward

- Advising the University on the implementation of the Law on Emulation and Reward and guiding documents.

- Working as the Standing of the Emulation Council; advising the Rector and the Emulation Council on standards, and plans of the emulation movements.

- Receiving and processing dossiers for approval of emulation titles, commendations, reflective comments, and proposals in emulation work to serve the meetings of the University Emulation Council.

- Woking as the secretary of the  Emulation Council meetings.

- Completing dossiers for the Rector to decide on commendation or requesting competent authorities to recognize emulation titles and forms of high-level commendation for collectives and individuals.

- Woking as the focal point of the University in the activities of the Education and Training Division 1 of the province.

d) Legal, Administrative, and Archival Tasks

- Provide counsel on the issuance of University documents in alignment with the Department's functions and duties.

- Authorize and issue introduction letters and travel documents to officials as delegated by the Principal.

- Reproduce School documents (excluding diplomas, certificates, and transcripts) and duplicate documents to support School activities.

- Verify the authenticity of signatures on authorized documents from officials and employees.

- Oversee the dispatch of official communications to the Principal, distribute official correspondences to various units and individuals, and report progress in document processing and unit work to the Board of Directors.

- Scrutinize dispatch formats and ensure their legal compliance.

- Meticulously and scientifically archive incoming and outgoing communications, periodically binding them into volumes, archiving, and promptly providing accurate document retrieval services.

- Manage, maintain, and employ the School's seal, official correspondences, and papers in accordance with regulatory guidelines, upholding the principles of the State's confidentiality regime.

e) Reception, Hospitality, and Medical Tasks

- Organize commemorative events and School activities, including oversight of rituals, ceremonies, and event decorations.

- Manage the reception of guests visiting and collaborating with the School, customizing the reception protocols for each audience.

- Replicate documents and facilitate meetings, conferences, and events related to the Department's responsibilities.

- Supervise and administer healthcare services for officials, employees, and students.

- Ensure the timely implementation of Health Insurance for staff, as well as Health Insurance and Physical Insurance for students.

- Enforce safety measures to prevent COVID-19 and other epidemics within the School.

f) Facilities, Security, and Orderly Operations

- Develop comprehensive plans and usage strategies for the entire school premises.

- Plan and estimate the construction of various facilities according to the School's short-term, medium-term, and long-term plans, encompassing main office buildings, conference halls, lecture halls, practice areas, training facilities, playgrounds, and staff and student parking garages.

- Maintain, evaluate, and upgrade facilities and infrastructure, including teaching and learning facilities, practice rooms, tools, and equipment.

- Manage equipment and oversee the internal network systems, backup systems, security, access rights, and computer-related facilities of the University.

- Administer assets across the School and within rooms furnished by the School, including assets in the Board of Directors offices, meeting rooms, reception areas, auditoriums, and educational equipment throughout the School.

- Create plans and manage the maintenance, planting, and upkeep of trees, flowers, and grass clearing throughout the School, ensuring a lush, clean, and aesthetically pleasing environment.

- Supervise the contractual department responsible for classroom and office area cleaning.

- Establish regulations for the protection and management of tool and equipment assets. Coordinate the deployment of 24/7 security guards to safeguard assets, facilities, teaching equipment, and fire and explosion prevention and control.

- Manage access to and security of classrooms, lecture halls, conference rooms, meeting rooms, and practice rooms.

g) Vehicle and Football Field Management Tasks

- Oversee and coordinate drivers to support the activities of the Board of Directors and the School's training initiatives.

- Maintain and service vehicles, handle fuel procurement, and periodically acquire car insurance in compliance with state and School regulations and procedures.

- Coordinate the management of the School's football field and activities related to its use in accordance with established guidelines.

h) Fulfill Other Tasks as Assigned by the Principal.
